A two-year-old girl (names withheld) is now receiving treatment in a hospital in Asaba, Delta State, after she was defiled by a 39-year-old man in Okpanam.
The suspect’s abominable act was uncovered when the little girl started experiencing pains and was taken for medical check-up.
Gbenga, who works as a carpenter at the compound of the victim’s parents, reportedly committed the act when the parents were away from home.

It is still unclear where the couple went and why they left their baby home alone. The suspect is however under Police custody.
Public Relations Officer of the Delta State Police Command, DSP Celestina Kalu confirmed the incident, adding that the suspect would face the full weight of the law at the end of investigation.
She also confirmed that the command rescued a kidnapped teacher, one Mr. Abemu, of Oruodo Primary School.
The victim, who is now receiving treatment, was kidnapped on Sunday at Oviere in Ethiope East Local Government Area.
The Police spokesman said officers and men mobilised and blocked all exit routes in the area and went after the hoodlums.

Scratch that, every entertainment blog as a whole takes content from one another. It is impossible for every media outlet to have the first breaking story. I broke a recent story and Linda Ikeji was one of the few main blogs to actually CITE that she got it from rarolae.com, unlike another huge main news source. *Sips Tea* Ironically enough, those same websites are carrying this plagiarism story. Linda Ikeji is a one person team, with occasional help from her sister Laura, if you are familiar with blogging, it makes sense that sometimes she will literally copy and paste a story to make sure her fans get the latest news. But, I don’t see the harm in it if she cites where she got the story from.

Anyways, I’m growing bored of this post so I’ll cut it short.

Govs battle FG at S’Court over fuel subsidy deductions

The Supreme Court has slated December 8 for hearing in a suit filed by the governors of the 36 states of the federation against the Federal Government challenging the manner of deduction of fuel subsidy funds from crude oil proceeds.

The governors, who sued through their respective Attorneys-General described as “unwholesome and unconstitutional” the practice of deducting the fuel subsidy fund and other expenditure from the oil proceeds before it is paid into the federation account.
They claim that their various states had been shortchanged through the deductions by the Nigerian National Petroleum Corporation on the instruction and authority of the Federal Government.
They also argue that the practice, which they urge the apex court to stop, had led to inaccuracies in the oil revenue remitted to the federation account.
The plaintiffs sued the Federal Government through the Attorney-General of the Federation, Mr. Mohammed Adoke, and joined the National Assembly as the second defendant.
They had instituted the suit marked SC/149/2012 with the Supreme Court as its original jurisdiction (court of commencement) in 2012.
But both the Attorney General of the Federation represented by Mr. Taiwo Abidogun and the National Assembly represented by Mr. Ken Ikonne, only regularised the filing of their statements of defence and notices of preliminary objection during the court proceedings of September 23, 2014.
Through their lawyers, Mr. Joseph Daudu and Chief Lateef Fagbemi, both Senior Advocates of Nigeria, the plaintiffs are urging the Supreme Court to, among other prayers, declare the practice as violating provisions of sections 88 and 162 of the 1999 Constitution of the Federal Republic of Nigeria.
They also seek, “a perpetual order of injunction retraining the Federal Government of Nigeria by itself, servants, agents privies and those taking instruction from it from making any further deductions from the amount standing to the credit of the federation account for the purpose of funding the payment of fuel subsidy claims or any other purpose whatsoever, except those authorized by section 162 of the 1999 Constitution of the Federal Republic.”
They are also praying for an order directing the Attorney-General, Mr. Mohammed Adoke of the Federation to on behalf of the Federal Government “give account of all subsidy claim deducted from the federation account from 2007 till date”.
Their statement of claim reads in part, “The plaintiffs aver that there are inaccuracies in the crude oil and gas revenues remitted to the federation account by the Nigerian National Petroleum Corporation caused by wrongful deductions at source by the NNPC to fund her operation.
“The plaintiffs aver that as a matter of practice, subsidy claims ought to be remitted to the NNPC from the Petroleum Support Fund by the Federal Ministry of Finance based on claims from oil marketers approved by the PPPRA.
“However, NNPC’s practice is to remit to the federation account, amount payable for domestic crude less subsidy claim. The NNPC then requests the Federal Ministry of Finance to pay the amounts due to subsidy claim back in to the Federation Account being the balance cost of the domestic crude.
“According to a report of the Federal Ministry of Finance dated November 22, 2010, titled, “The Interim Report on the Process of Forensic Review of NNPC” the implication of this unconstitutional practice is that the actual remittance of proceeds for domestic crude sales to the Federation Account is far less than the amount expected.”
The matter was on the September 23 adjourned till December 8 specifically for the hearing of the plaintiff’s motion for direction on time in which parties will file and exchange their respective briefs.
The Attorney-General of the Federation and the National Assembly had on September 23, moved their respective motions for extension of time to file their statement of defence and also to enter conditional appearance.
They also filed notices of preliminary objection in which they argue that the Supreme Court lacks jurisdiction to hear the matter under its original jurisdiction.
They contend that the appropriate court to institute the suit is the Federal High Court since the deductions the plaintiff are challenging were made by the NNPC which is a federal agency.
They add that the matter was statute barred on the grounds that the suit was only instituted in 2012 while it is challenging the deductions made in 2007, 2008, 2009, 2010 and 2011.

A source while speaking to our correspondent on phone said following the fierce fighting, the military are at the moment comfortably controlling Michika, which the insurgents seized on September 7, 2014.

The source said, “I can confirm to you authoritatively that the military are advancing towards Madagali.”

The source who spoke from his mountainous hideout in Michika, noted that despite the military bombardment, the insurgents on Sunday night re-grouped at the Government Technical College, Michika with the intention of attacking the soldiers before they were dislodged and chased away.

Reports indicate that about 200 Boko Haram insurgents have been killed in the latest offensive, as Nigerian troops take control of the town and have gained an upper hand in the ongoing war.

The source said, “The Nigerian troops have gained entry into Michika and Gulak, and are now fully in control of the towns having dealt a severe blow to the insurgents, as they lost about 200 members, while some escaped with injuries sustained from gun shots.”

Another source from the area said Nigerian troops had earlier met with a stiff resistance from the insurgents as they advanced towards Gulak leading to the prolonged gun duel.

The source added that: “There is a heavy fighting between the insurgents and Nigerian troops as the insurgents are doing everything to frustrate the effort of the Nigerian troops and many people who were trapped in the towns are now sneaking out following intensified fighting.”

He added that the insurgents who were in their thousands came through Uba and attacked the Nigeria troops who had already advanced into Michika, but were repelled back immediately.

Efforts to get the reaction from the Army Public Relations Officer of the 23rd Army Brigade Yola proved abortive as his telephone was not reachable while the police authority refused comment saying it is not within their area of jurisdiction.

Meanwhile, the Adamawa State Acting Governor, Ahmadu Umaru Fintiri has commended the efforts of Nigerian soldiers to liberate the two local government areas initially under the grip of the militants.

EBOLA:HUSBAND OF NURSE QUARANTINED

The husband of a Spanish nurse who on Monday became the first person known to have contracted Ebola outside of Africa has now been quarantined in the hospital, a Spanish health official said on Tuesday.

The nurse, who had helped treat two Spanish priests after they were repatriated to Madrid having contracted Ebola in Africa, tested positive for the virus on Monday.

“The husband is already in hospital and is being monitored so that he can have a quarantine situation with better monitoring,” a civil servant in charge of Spain’s health service, Mercedes Vinuesa, told a parliamentary committee.

Vinuesa gave no details about some 30 colleagues of the nurse who also treated the missionaries that died of Ebola at the Carlos III Hospital in Madrid.

A spokesman for the European Commission said the case, the first known case of Ebola spreading within a European country, would be discussed at a Health Security Committee meeting on Wednesday.

“The priority remains to find out what actually happened,” he said.

The nurse went on holiday immediately after the second of the missionaries she had been caring for died on September 25.

Spanish officials said she began feeling ill on September 30 and was diagnosed with Ebola on Monday, but they have not yet said where she went on holiday.

Jonathan Ball, a professor of molecular virology at Britain’s University of Nottingham, said the Spanish nurse should not have contracted the deadly disease if appropriate containment and control measures had been taken.

“It will be crucial to find out what went wrong in this case so necessary measures can be taken to ensure it doesn’t happen again,” he told Reuters.

Alva was with her friend, Rachana, when the incident occurred. Although Rachana survived, she lost an arm.
Authorities say the girls were so engrossed with taking photos, that they didn’t notice the approaching train.

Following the second case of illegal arms deal between Nigeria and South Africa, the Federal Republic of Nigeria is talking tough and warning South African authorities who confiscated the second tranche of funds meant for arms purchase to fight the extremist Boko Haram sect, denying the deal was unlawful and warning South Africa of all its investment in Nigeria.
The warning came after the South African government seized $5.7 million wired by the Nigerian government through a bank to an arms dealer in that country.

South Africa’s Asset Forfeiture Unit of the National Prosecuting Authority said the money, about N952 million, was proceed of what they considered as illegal transactions, according to South Africa local paper, City Press.

In a stern reaction to what appears a potential diplomatic spat between the two countries, the Nigerian government denied the second transaction was illegal and reminded South Africa of how Nigeria has provided a beneficial environment for South African companies like MTN, DSTV and a host of others to do business unhindered.

“It is our hope that South Africa would reciprocate this noble gesture,” the National Security Adviser, Sambo Dasuki, said Monday, with a vow to eradicate Boko Haram regardless of the antics of “fifth columnists”.

Mr. Dasuki, named by the South African newspaper as the official who signed off the first controversial deal, confirmed late Monday the second transaction occurred as reported but firmly denied it was conducted illegally.

“We want to state clearly that a business transaction actually took place between a legitimate company in Nigeria and another legitimate one in South Africa through the bank,” said Mr. Dasuki through a spokesperson, Karounwi Adekunle.

“In the course of events, the South African company could not perform and decided to refund the money. What is illegitimate in this transaction done through the bank?” he queried.

Details of the latest transaction came more than two weeks after two Nigerians and an Israeli were arrested as they attempted to smuggle US$9.3 million through Lanseria International Airport, Johannesburg, on September 5 in a private jet from Abuja.

The money, stashed in three suitcases, raised suspicion when the passengers’ luggage were unloaded and put through the scanners.

The National Prosecuting Authority, NPA, in South Africa said there was an invoice for helicopters and armaments intended to be used in Nigeria.

Two black plastic suitcases, filled with 90 blocks each containing US$100,000 in notes, with combination locks, were seized, as well as two pieces of hand luggage also containing US currency, according to City Press.

The Israeli national, Eyal Mesika, had the combination to open the locks.

Under South African laws, a person entering or leaving the country is expected to carry cash not exceeding US$2,300, or the equivalent in foreign currency notes.

The Nigerian government later admitted it was behind the arms deal, claiming it acted out of desperation for arms to defeat extremist sect, Boko Haram.

South African paper, City Press, said it was the NSA, Mr. Dasuki, who personally authorised the first arms contract by issuing an end-user certificate, alongside a “shopping list” for helicopters, unmanned aircraft, rockets and ammunition.

But Nigerian security officials said the report by the newspaper indeed provided proof that the first transaction was not illegitimate as well, since the end-user certificate and a shopping list were provided.

A security source was quoted as saying “in issuing end-user certificate, the ONSA (Office of the National Security Adviser) ensures that it carries all relevant agencies and stakeholders along. Therefore, such a responsibility is not a unilateral development,” according to PRNigeria, an agency frequently used by the Nigerian military to disseminate official statements.

“For security reasons, the chains leading to the issuance of end-user certificate cannot be put in the public domain.

“The recent interest in arms purchase was informed by the challenges of insurgency which our nation had been grappling with in the last few years. This is why the understanding of all Nigerians is necessary.

“Nigeria is desperate to counter activities of terrorists no matter what it takes even when some of our friends are not being fair to us,” the agency said Monday.

The latest transaction was between Cerberus Risk Solutions, an arms broker in Cape Town, and Societe D’Equipments Internationaux, said to be a Nigerian company based in Abuja.

The paper said the deal fell apart after Cerberus, which had earlier received from Nigeria R60 million (N1.02 billion) through its account at Standard Bank, tried to repay the money as it could not resolve its registration formalities with the South African authorities.

“Cerberus was previously registered as a broker with the National Conventional Arms Control Committee (NCACC), but the registration expired in May this year,” City Press said.

“The marketing and contracting permits also expired at the same time. The company has since applied for re-registration, but the application lay in the NCACC’s mailbox for more than two months.

“Sources told Rapport that Cerberus apparently tried to pay the money back to the Nigerian company, after which the bank became suspicious,” the paper reported.

The paper added that while the NPA’s Asset Forfeiture Unit subsequently obtained a court order in the South Gauteng High Court to seize the money, the NPA spokesperson Nathi Mncube, said there were no indications the two transactions were related.

“However, both are now the subject of a criminal investigation and all possible information and connections are being investigated,” Mr. Mncube was quoted as saying.

There are reports that the Boko Haram sect on Monday, October 6 killed seven people and ‘beheaded’ their victims in a revenge attack in the troubled Borno state, according to residents and a Borno state official.
According to Vanguard, the dreaded Boko Haram sect were said to have attacked Ngamdu town in Borno in an overnight raid as it was learnt that locals woke up to discovered “seven people had been brutally killed” according to a resident, Musa Abor.
The gunmen “slit their (victims) throats just the way people slaughter goats”, he added.
The resident, Musa Abor and a Borno state offficial said that the Insurgents in their latest gruesome attack decapitated the bodies of their victim.
The attack is coming after Nigerian Muslims marked the Eid al-Adha festival in the country.
The dreaded Islamist group have continued to carry out incessant attacks in the North-Eastern states of the country as they have claimed responsibilities for several attacks.
The Boko Haram sect who have reportedly killed over 10,000 people since 2009 have been involved in recent times in a gun fight with Nigerian troops who are fighting to put an end to terrorism in the country.

Four-year-old Omonigho Abraham is currently battling for his life at the Lagos State University Teaching Hospital, Ikeja, after his scalp was eaten by two dogs.
The dogs chewed the skin and exposed the victim’s skull during the attack which happened on Thursday on Adegboyega Street, Akesan Estate, in the Igando area of Lagos.
Punch Metro had reported last week that the police arrested the two dogs for attacking Omonigho.
However, our correspondent learnt from eyewitnesses that the dogs dragged him through the compound for more than one hour while policemen and sympathisers watched helplessly at the entrance of the house for fear of being attacked by the savage dogs.
The immediate elder brother of the victim, seven-year-old Osemudiamen, told our correspondent that the dogs had chased him, Omonigho and their elder brother, Bobby, while they were taking turns to ride a bicycle.
He said, “We were riding a bicycle in the compound when the big dogs ─ Jack and Gadaffi ─ started barking at us. Later, they moved towards us.
“My elder brother and I quickly ran upstairs and locked the door while Omo (Omonigho), who could not run fast, was left behind.
“When he got to the door, he knocked that we should open for him and as we did, one of the dogs forced his way into the house with him.
“We all ran out. Bobby jumped down from upstairs and I also jumped. But Omo could not jump, so the dog attacked him.
“The other dog also joined in the attack and there was nothing we could do.”
It was learnt that the screams of the children who managed to get outside attracted passersby and residents who besieged the house.
No fewer than seven policemen from the Igando Police Station reportedly stood at the gate, confused.
An eyewitness, who lived on the street, but pleaded anonymity, said, “The police came, but said there was nothing they could do. The dogs were growling as they ate the child alive and that sent fear into everyone. Nobody could move inside to challenge the dogs. Everybody was just shouting in confusion and wielding sticks.”
The victim’s mother, Mrs. Helen Abraham, who was away when the incident happened, said her son had been injured by the time she arrived at the scene.
She said, “When I got there, I met a crowd. They asked me not to go inside, but I refused to listen to them. One of the dogs emerged from the corridor with blood stains in its mouth. I ran inside. The other dog, on sighting me, pounced, but I fought back. It later ran away. I called on people who joined me to take him to a hospital.
“This has been a nightmare I want to wake up from.”
The victim’s father, Mr. Odia Abraham, said the medical personnel at the Igando General Hospital asked them to transfer him to LASUTH because of the severity of the attack.
“The doctor at Igando said his condition was critical and we should take him to LASUTH. When the incident happened, I was away at work.
“But when I got home, I saw parts of my son’s scalp on the floor. The dogs dragged him through the compound for about one and half hours and nobody moved near them. His face was also affected, but thankfully it did not get to his eyes.
“His two brothers, who survived, also got injured. The seven-year-old who spoke with you has a fracture, which we are still treating. The other, who is 13 years, has a minor injury.
“We marked Omo’s fourth year birthday in June. He is a very intelligent boy and he always tells me he wants to be a soldier because he loves to protect people. I am hoping this thing will not affect his brain,” he said.
The police were said to have arrested the owner of the dogs, one Stanley Wesley.
A resident said the people living in the house had warned Wesley about his dogs but he refused to listen.
She said, “We became alarmed when he brought a third dog recently which was more ferocious and bigger than the others. Whenever he took that dog on a walk, even adults would be scared.
“People told him to find a place to keep his giant dogs, but he refused to listen. It was the new dog that first followed those children into the house.”
When our correspondent visited the Burns and Plastic Ward of LASUTH, he was told the victim was asleep.
The matron in charge of the ward told our correspondent she would not comment unless the Public Relations Officer of the hospital gave an approval.
However, the PRO was said to be unavailable as he was on leave.
A medical officer, who spoke on condition of anonymity, said the victim’s condition was “serious and critical.”
The Police spokesperson, Lagos State Command, DSP Kenneth Nwosu, said the police were the ones that actually rescued the victim.
Nwosu said, “I can confirm to you that on September 25, at about 5.40pm, dogs belonging to one Stanley Wesley attacked and harmed a four-year-old boy and the matter was reported at the Igando Police Division.
“The report from the Divisional Police Officer indicated that the dogs were being kept to undergo some tests, while their owner had been arrested. The report that the police did not do anything is not true.”

“A Pastor and two others who specialises in hijacking and diverting trucks transporting goods within Lagos and Ogun States have been arrested by Operatives of Federal Anti-robbery Squad, FEDSARS after a tip-off that a group of robbers had hijacked a 25ft container bearing 25units of heavy duty outdoor split air conditioners worth over N25m.

They were later arrested at their respective homes when the FEDSARS men where able to trace one of the robbers to his base in Ijora, after they had successfully hijacked the goods and transported it to their warehouse in Ibadan. The 4th man, one Oliver is however still on the run.
22 units of the airconditioners have so far been recovered, while two had already gone missing and one damaged.

“I was arrested at Igando bus-stop for participating in hijacking and diversion of goods worth over N25 million. I have been engaging in these operations for years but after a while I stopped and invested proceeds from the operations in transportation.
“For about nine years, I didn’t participate in any of these operations because I had made enough from the operations until I received a call from God to serve him. I was doing well in my transportation business before I was duped by a woman.
“The reason I went back into robbing was to get money to expand the church of God where I pastor. If I had succeeded, I would have used the proceeds to build a house for God.”
The three men have been charged to court while police are still making efforts to arrest Oliver

Man who killed his mom to undergo psychiatric test[see]

THE middle-aged man, Uchechukwu Ugwuozor, who allegedly stabbed his mother to death in Enugu State, may be subjected to psychiatric test to ascertain his health status in course of investigation, State Police Public Relations Officer, PPRO, Mr. Ebere Amaraizu, has said.

Also, another notorious kidnap kingpin who has been on the wanted list of the State police command has been arrested.

Speaking to our correspondent in Enugu, yesterday, the police spokesman said the allegation of his being mentally-deranged actually came from his family members.

He said, “The health status was insinuated by family source. We are carrying out proper and detailed investigations to unravel the true state of the suspect cum the circumstances or the motive behind the dastardly act.”

The murder suspect allegedly hacked his mother to death when she was sleeping in the early hours at Ubiekpo Abor, Udi local government area of Enugu State.

On the arrested kidnap kingpin, PPRO Amaraizu said, “the war on crime and criminality by the Enugu State command of the Nigeria Police Force is yielding positive dividend as there has been harvest of several suspected criminals since the renewed onslaught on criminals.

“Following the onslaught, operatives of the Central police station of the Enugu State command of the Nigeria Police Force, acting on the intelligence gathered, arrested a notorious armed robbery and kidnap kingpin who has been on the wanted list of the operatives”.

The suspect was arrested on Sunday at Udi axis of Enugu north axis of the State.
